TOPIC: The Value of Managing the Review Process

It is the thirtieth anniversary since Michael Fagan introduced his review process to the software world. Yet development organizations either have no review process or they are inefficient. The review process is central to the development cycle and affects every team member. The data to evaluate the process is now available and clearly shows that for each 100 KLOC gross savings exceeds $250,000 over the life of the project. This paper and presentation re-examines the issues related to the internal review process and presents very specific numbers that show the value and the trade-offs that have to be managed proactively. Attendees will learn specific savings of design and source code reviews and the need to balance the trade off between schedule and downstream costs.

SPEAKER: Robert M. Chapman, Integrated Software Metrics

Robert M. Chapman has eighteen years experience in software development including nine on development teams and nine on IV&V and IV&V research teams. He is the Principal Investigator for NASA’s Metrics Data Program. Now beginning its fifth year of operation, MDP collects software project artifacts; generates metrics on those projects; and makes the data available to the software community. As part of the MDP effort, his team was tasked to automate and collect metrics on the review process for NASA’s Glenn Research Center, Marshall Space Flight Center, and for elements of Goddard Space Flight Center. His company, Integrated Software Metrics, Inc., commercialized the resulting tool, InSpec.
